Pyongyang: North Korea has convened a significant party meeting to evaluate the execution of state policies during the first half of the year and to deliberate on policy directions for the remainder of the year, as reported by state media on Tuesday. Notably, the meeting did not address any messages directed at South Korea or the United States.
According to Yonhap News Agency, the 12th plenary session of the eighth Central Committee of the ruling Workers' Party of Korea (WPK) took place from Saturday to Monday, as announced by the Korean Central News Agency (KCNA). The purpose of this meeting was to reaffirm the policy directions for the second half of the year and to explore strategies for expanding and deepening short-, intermediate-, and long-term economic construction plans.
The North's leader, Kim Jong-un, who led the party meeting, delivered a speech, although state media did not provide details of the address. The meeting attracted attention regarding whether Kim would issue any messages targeting the U.S. or South Korea, given the conciliatory gestures from U.S. President Donald Trump and South Korean President Lee Jae Myung toward North Korea. However, no such messages were reported in the North's media coverage.
The White House mentioned earlier this month that Trump is "receptive" to communication with Kim and is keen to see progress from their initial summit in 2018. This statement followed a media report indicating that North Korea declined to accept a letter Trump attempted to send through North Korean diplomats in New York. On the other hand, Lee, who assumed office in early June, has committed to improving strained ties with North Korea, despite Kim's characterization of inter-Korean relations as those between "two states hostile to each other."
In addition, North Korea announced the unanimous approval of a plan to convene the ninth party congress during the recent meeting, describing the event as a critical "watershed" for the development of the WPK. The last party congress occurred in January 2021, during which the regime unveiled a list of advanced weapons that Kim had pledged to develop, including military spy satellites and solid-fuel intercontinental ballistic missiles.
The plenary meeting also addressed issues related to "radically accelerating the revitalization and modernization of major industrial sectors of the national economy," as reported by the KCNA. Furthermore, North Korea discussed ways to enhance the function of basic party organizations and the efficiency of the "inner-party structure," suggesting potential reorganization within the WPK.
